Promoting Academic Ethics and Integrity: International Seminar in Chisinau

On September 23, 2025, the international seminar “Promoting Academic Ethics and Integrity: Developing University Codes of Ethics in Higher Education and Research Institutions” was held at the Academy of Economic Studies of Moldova, organised by the National Erasmus+ Office in Moldova, with the support of the Ministry of Education and Research, in cooperation with the Delegation of the European Union to the Republic of Moldova. The event is part of the activities of the Higher Education Reform Experts (HERE) within the Erasmus+ Programme. The seminar benefited from the expertise of the international SPHERE consortium, coordinated by the European University Association (EUA) and OBREAL Global, which supports the development of reform policies in higher education.

The invited expert at the seminar was Dr. Joanna Morawska, adjunct at the Faculty of Socio-Economic Geography and Spatial Management, Department of Regional and Local Studies, Adam Mickiewicz University in Poznań, Poland.

The agenda of the event event included presentations and interactive sessions on:

  • international principles and trends in the field of academic ethics;
  • frequent ethical challenges in higher education and research institutions;
  • development of university codes of ethics and mechanisms for their application;
  • strategies for strengthening an organisational culture based on integrity and accountability.

The seminar concluded with a discussion session, with participants emphasizing the importance of international cooperation for the development of clear ethical standards and for the promotion of academic integrity in universities from the Republic of Moldova.

On September 24, the event continued at the Ministry of Education and Research with a working meeting dedicated to further elaborating on the topic of academic ethics. The meeting was attended by Adriana Cazacu, Secretary of State for Research and Innovation, as well as Doina Usaci, Head of the Higher Education Policy Department, along with Dr. Joanna Morawska and representatives of the National Erasmus+ Office. The discussions focused on the Recommendations for the Ethical and Responsible Use of Artificial Intelligence in Higher Education, a national document to be developed in cooperation with academics and policymakers in the field. The Recommendations will contribute to establishing clear principles on the integration of artificial intelligence technologies into the educational process, with a focus on protecting academic integrity and stimulating responsible innovation.
