About the Program

Tempus is European Union’s programme for Education that preceded Erasmus+. Tempus promotes international cooperation with European Union and Partner Countries involvement and concentrates on the reform and modernization of the Higher Education system in Partner Countries from Central Europe, Central Asia, Western Balkans and Mediterranean Region. Within Tempus, funding was provided for national and multinational projects that had as direct beneficiaries organizations and Higher Education Institutions as well as non-academic organizations and institutions (nongovernmental organizations, societies, industries and public authorities).

At the moment the ongoing projects are Tempus IV, selected during the period of 2007-2013. Projects that involve institutions from Republic of Moldova started to being implemented in 2012 and 2013. The last tempus projects will end in 2016. Starting with 2014, since Erasmus+ brings together seven EU education projects (Lifelong Learning, Youth in Action, Erasmus Mundus, Tempus, Alfa, Edulink and Programmes of cooperation with industrialized countries in the field of Higher Education), there are no more Calls for application for Tempus projects.

The aim of the Tempus projects is promoting multilateral cooperation between Higher Education Institutions, authorities and the organizations of the EU member states and Partner Countries.

There are two main cooperation instruments in tempus IV:

  • Joint projects – projects with bottom-up approach that aim to modernize and reform educational system at institutional/ university level
  • Structural measures – concerns interventions designed to support structural reform of higher education systems and strategic framework development at national level.

Until the end of the last Tempus project the Programme will be managed by the Executive Agency for Culture, Education and Audiovisual of European Commission. At national level, Tempus activities are coordinated by the National Erasmus+ Office.

Republic of Moldova joined Tempus in 1994. From 1994 to 2013 83 projects (including preprojects), worth about 43 million Euro, were implemented. The sum represents the total value of the projects, involving all partners from participating countries, not just Moldova's share. In some of the projects the budget allocated for Republic of Moldova could represent only 10% of the total amount.
